White Hart Hotel in Lincoln refused permission for rooftop terrace




The White Hart hotel has been refused permission to build a rooftop terrace with enviable views of Lincoln Cathedral.

There was spirited debate between councillors who thought it would promote the city’s tourism and those who feared it would destroy the serenity of the Bailgate.

The fourth-floor terrace would have given direct views of the west face of the cathedral and removed an unsightly water tower.

The hotel has been used by stars such as Tom Hanks and the Top Gear cast while filming in Lincoln, as well as former Prime Minister Margaret Thatcher.

The business claimed the terrace would be their “crowning glory” following significant investment.

Historic groups had recommended that the plans be turned down to preserve the unique area, and the City of Lincoln’s planning committee narrowly sided with them.

Councillor Bob Bushell (Lab) said: “This is a fantastic investment, but we don’t want to chuck the baby out with bathwater and compromise the amazing roofscape.

“This is the most sensitive setting in the city, and we must be incredibly careful.”

Councillor Martin Christopher (Lib Dem) said: “There’s a wonderful calming silence in Castle Square.

“I worry about the noise of 30 to 50 people having a good time, spilling into the square, and ruining something Lincoln’s had for centuries.”

However, others saw it as a premier location which would boost the city’s tourism.

Councillor Neil Murray (Lab), who represents the ward, described historic groups’ criticism as “the very worst snobbery”.

“It would open up a fantastic new view of the west front of the cathedral,” he told the committee.

“Maximising access to our most valuable asset should be celebrated, not rejected out of hand by people who think they know best.”

Paul Conway, speaking for the applicant, said the terrace would be “the final piece of the puzzle to put the White Hart on the national or even international stage.

“It would be the crowning glory of Lincoln’s premier hotel, showcasing what Lincoln has to offer.”

Councillor Chris Burke (Lab) said: “We want increased tourism, and to add an international character to the city.

“We should be exceeding places like York – this is a good example of what happens there. It is reasonable, innovative and ambitious.”

The application was rejected by seven votes to four.
