Bourne care home Qu'Appelle remains 'inadequate' according to Care Quality Commission (CQC)




A care home in Bourne has failed to make crucial improvements required by the Government’s health watchdog and remains in special measures.

Qu'Appelle Care Home, in Harrington Street, had previously been rated as ‘inadequate’ in May last year following a March inspection by the Care Quality Commission (CQC).

National regulations were being breached and its owners were told to ensure issues were addressed as soon as possible.

But when inspectors re-visited the facility in November they found there were "five continuing breaches" and it was “still failing to provide people with consistently safe, effective, caring, responsive or well-led care”.

In its latest report, published on January 10 this year, the CQC says it will continue to monitor “intelligence” it has received about the home.

And it has demanded a report from managers outlining the action they plan to take to raise the quality of the service.

Qu'Appelle Care Home was rated inadequate in two out of five categories - those asking if it is ‘safe’ and ‘well-led’.

In the remaining three, which focus on whether the service is ‘effective’, ‘caring’, and ‘responsive’, it was judged to ‘require improvement’.

The report summary states: “The provider had failed to ensure sufficient staffing to care for people safely and to meet their needs in a timely way. Staff were using unsafe moving and handling techniques and the management of people's medicines was not consistently safe.”

It was also said that the owners had failed to ensure staff had the right support and supervision to care for people in a consistently safe and effective way.

Furthermore, infection prevention and control practice was described as “not consistently safe”.

The report continues: “Staff continued to use undignified, impersonal language to refer to people living in the home and did not support people in a consistently compassionate and person-centred way. The provider had failed to respect people's right to privacy.”

However, the report did highlight areas where the home’s management was meeting the needs of people in its care.

Staff were praised for working collaboratively with health and social care services to ensure people have the necessary support. Nutritional needs were also being met.

The report states: “People felt safe living in the home and staff knew how to recognise and report any concerns to keep people safe from harm.

“The registered manager had a candid, open leadership style and was liked and respected by his team.”

The manager chose not to comment on the latest inspection report when the Mercury contacted the care home on Monday (January 20).
