Grantham landlord fined almost £3,600 after failing to comply with notices




A private landlord must pay a total of almost £3,600 after failing to comply with two improvement notices issued by South Kesteven District Council.

The notices were served on Thomas Sobierajski following complaints by a tenant of a property in New Beacon Road, Grantham.

Sobierajski, who pleaded guilty by letter to the offences under the Housing Act 2004, was fined £513 by Lincoln magistrates, told to pay a victim surcharge of £51 and costs of £3,034.65.

An SKDC housing officer carried out a full inspection of the property in September 2017 after the tenant complained about damp and mould, which also revealed fire safety hazards in that there were no smoke detectors, modifications that impeded means of escape from fire and concerns over the safety of electrical installation.

The following month there was a further complaint from the tenant reporting a leak from pipes in the first floor bathroom.

Improvement notices were issued on October 27, 2017, and November 3, 2017.

A housing officer revisited the premises on November 17, 2017, and January 26, 2018, but the required improvement work had not been carried out.

In March the defendant responded via email confirming receipt of all documentation.

The property was visited again on June 25, but the work had still not started.
