Rutland County Council withdraws plans for community hub at Uppingham Library after objections from own highways team





Plans to create a family hub at a town library have been withdrawn by a council after objections from its own highways team.

An application was submitted in May to repurpose space within the Rutland County Council-owned Uppingham Library.

Plans included blocking up the existing access and creating a new entrance, and replacing existing windows and doors.

This would not increase the floor space of the 56-year-old building in Queen Street but instead reduce the size of the library by 50% which, according to Rutland County Council, would fill a need within the community for a family hub space.

According to the plans, this community room would have a booking system, managed by library staff, and an accessible toilet would be built.

Rutland County Council’s own highways team lodged an objection to the plans because of ‘insufficient information’ on parking at the library.

They called for more details to be given on how many people will use the hub and on what days, the number of deliveries each week, and where staff will park.

After receiving this objection, the council has withdrawn its application with the intention of resubmitting following a meeting with the highways team.
