Mulberry Homes submits detailed plans for 200-home estate in Burley Road, Oakham




Detailed plans for a 200 home Oakham housing estate originally given planning permission three years ago have been submitted.

Mulberry Homes Ltd has submitted a tranche of documents to Rutland County Council about the housing scheme, which will sit on either side of the Co-op supermarket in Burley Road and stretch towards the Rutland Veterinary Centre in Ashwell Road.

The planning permission, which was granted by county councillors in 2022, is for 212 homes, and the current application is for 202 homes, with the final 10 self build plots to come forward at a later date.

The proposal is for 30 affordable homes and the planning document states there will be 39 homes for affordable rental and 21 shared ownership homes on the site.

Fifty homes will be three bed and 41 will be four bed, with a number of one, two and five bed properties also to be built.

The planning document states: “The proposed layout broadly reflects the illustrative masterplan submitted with the outline application. It features a straightforward street hierarchy, with the main 'secondary street' extending from the site entrance on Burley Road and running through to the northern half of the site. Branching off this are tertiary streets leading to various level surface streets, parking courts, and private driveways.

"The layout includes extensive formal and informal open spaces, with houses fronting these areas to ensure natural surveillance. Additionally, a network of footpaths connects these spaces, enhancing accessibility and integration. The proposed reserved matters scheme does modify the original illustrative plan by relocating the footpath from Burley Road to within the site. This adjustment addresses the high traffic levels on Burley Road, aiming to enhance user enjoyment and encourage footpath use. Users of this footpath will also enjoy views to the south-west of Oakham Church. Additionally, moving the footpath inside the site enhances natural surveillance from the adjacent proposed housing. Allotments are situated in the northern section of the site, combined with a play area to facilitate inter-connectivity between these uses and foster greater social cohesion.”

There will be a newly formed entrance on Burley Road as well as an emergency access point on Ashwell Road.

Neighbours have been notified and statutory consultees such as the police, and health boards have been asked to comment on the scheme. The ICB has already responded and said it would like payments towards the almost 500 new people it supposes will join local GP surgeries.

The reserved matters application will go before Rutland County Council’s planning committee in the coming months.
