Former Crowland petrol station and car wash can operate as convenience store - despite parking concerns




A former petrol station and car wash can continue operating as a convenience store - despite objections concerning parking.

Crowland Car Wash on Peterborough Road has been awarded retrospective planning permission to operate as a shop by South Holland District Council.

The application, made by Mr T. Singh, also includes six spaces for cars, with parking concerns forming the majority of the public complaints.

Among the three objections made, issues raised included: that the six spaces cannot be accessed due to the existing canopy; the spaces are not marked out; delivery trucks and customer vehicles stop on the road, creating a road hazard due to the proximity to the bend and road junction and blocking visibility.

Couns Angela Harrison and Bryan Alcock, who represent the area on South Holland District Council, both shared their concerns with the authority.

“The parking may be adequate for what is proposed but would not be if other activities are introduced to the rest of the site,” Coun Alcock said.

“The parking should be for customers not permanently occupied by staff.

“I hope there is some limit on opening times as a major part of the stock appears to be alcoholic drinks and it would be unfortunate if it became a 24 (hour) off licence to the detriment of local households.”

Coun Harrison added: “Parking spaces are necessary for this site, as the shop is located on the bend as you enter or leave Crowland at the Peterborough Road junction with James Road.”

A response from Lincolnshire County Council Highways stated: “The parking demonstrated is in accordance with the parking standards within South Holland District Council's Local Plan.

“The access/egress points exist and given the former use, the vehicle movements associated with both the former and proposed use will be comparable.

“The proposal will not have an adverse impact on the public highway.”

The planning officer report explained: “The site has a long history of light industrial uses and at present is laid out as a disused petrol filling station, close to the junctions of Peterborough Road, James Road and Goldcrest Road.

“The site is made up of tarmac with a former petrol filling station canopy and a former associated sales area for the petrol filling station.

“It is understood that the site had a car wash on site but has since moved. Valeting also used to take place as the signage for this remains in situ.”

SHDC concluded the application was ‘considered acceptable subject to conditions’.

These included that opening hours are from 6am-10pm and deliveries shall not be taken from 6am-10pm, or at any time on Sundays or public holidays ‘in the interests of the amenity of local residents’.
