Holbeach Parish Council: Concerns raised over Fleet postal address change and urination at Carter's Park




Holbeach councillors say they should have been consulted on a proposal to move the postal addresses of some of their constituents into neighbouring Fleet.

Chairman of Holbeach Parish Council Tony Lomax is calling for greater communication following the issues created in Foxes Lowe Road.

Last month residents received a letter from Royal Mail explaining the request by Fleet Parish Council to make the change in their postal address.

The north side of Foxes Lowe Road lies within Holbeach parish, while the opposite is within Fleet.

Speaking at the latest Holbeach parish council meeting on Monday, Coun Lomax said: “Fleet Parish Council say they are going to withdraw that application until they have done a further review, but I would suggest that we send a strongly worded letter to South Holland District Council to say we should be included should this crop up again.

“We must and should be included in any decision process.”

The issue came to light when residents received a letter from Royal Mail on October 12.

A number of residents felt that the change in address could affect other things – such as their school catchment area, voting, council tax bills and their house prices.

Vice-chairman Rachel Flood told Monday’s meeting: “A lot of residents along Foxes Lowe Road did not know about it until they received a letter from Royal Mail.”

Coun Eddy McNally told the meeting that this application had come from some residents and it has been “boiling up for years”.

The district council say Royal Mail are leading on this application and they have been supporting them.

Last month Fleet Parish Council clerk, Robyn Negus, told this paper the issue came to light in May 2018 when residents of the properties at Holbeach House, Orchard House and Fleet Mews had paid their council tax to Holbeach Parish Council. This was down to postal addresses being detailed as Holbeach and not Fleet.

The parish council got in touch with Royal Mail to remove ‘Holbeach’ from the postal address of properties within Fleet Parish “to avoid any future confusion or miscalculation and to ensure the correct council tax is paid”.

She added: “We have been made aware that residents that should and will remain as Holbeach have received consultation letters.”

Concerns about urination at Carter's Park Cricket pitches

Concerns have been raised about the state of the cricket pitch at Carters Park.

Coun Kelly Wilson told Monday’s meeting that the area outside the football fences had become quite boggy as it had been used.

She also said that apparently people had been urinating on it as well.

During her report she also stated that the dog pen will remain open for the time being but reported that it was muddy near the toilet entrance.

Sinking roads

The council is reporting issues with the road sinking at the top of Chestnut Avenue and parts of Boston Road.

Members also expressed concerns about graffiti tags in sites around the town.

NC tags had been spotted on benches, signposts and even on a section of Nationwide Building Society.

Grant denied for Holbeach Fayre

Holbeach Town and Country Fayre’s application for £2,000 to support next year’s event was turned down.

Members were told that it is illegal to support an organisation that makes a profit or surplus where the benefit does not go directly back to rate payers.

This year’s fayre had to be called off due to the heavy rain in the summer.

Planning survey

Residents will be able to have a say on the town’s future after councillors agreed to hold a planning survey.

Six items will be put to the public.
