Proposal to buy Moulton Park
Villagers could have a greater say on the destiny of Moulton Park - but volunteers need to step forward to form a charity.
Executor of John Biggadike’s estate Richard Lewis told Moultons Parish Council that there is a proposal to buy the park from South Holland District Council and provide an income to a charity to help with running costs.
The district council purchased the 23 acre park in 2016 for £302,000 and has looked at a number of options, including a green burial ground, which has been paused.
Around 20 people went along to the last meeting on Tuesday for an update on the park including a long awaited play area.
The district has offered the parish council an acre to create a play area and car park on the site and discussions have been held between the two since November.
Parish council chairman Andrew Woolf said that the district would have the name of the architect this week and hopes it would be finished by the end of 2022.
District councillor Anthony Casson said work could not start until September due to nesting birds.
Mr Lewis said Mr Biggadike had always wanted to help smaller charities who find it difficult to source funding and that the money is not be available to district or parish councils to be used
He said: “If the proposal I have made was to go ahead it will be kept as an area of open space for access for the public.”
Mr Lewis also said that Jenny’s Wood in Wyberton is what he has in mind for the site.
Resident Andrew Malkin said the parish council should demand three acres from the district council to create a play area.
Thomas Sneath called for the district to reveal its ‘masterplan’ for the park and added: “I am in favour of putting my hat in the ring to move the charity organisation forward to secure the land for all of us.”
Susan Wilson said the park is a haven for wildlife but also raised concerns about the impact of the the public accessing the whole site.
Mandy Baker said Moulton does not have a suitable site for runners and greater use of the park would reduce vandalism.
