Refusal for homes planned for a Tydd Gote field




Plans for four three-storey six bedroom homes proposed for part of an agricultural field in a rural village have been rejected.

Mr J Ellis of Grange Farm, Sutton James, wanted to build the homes, described in a design and access statement submitted in support of his plans as “high quality dwellings” on land west of Greenacres, Hannath Road, Tydd Gote,

However, an officers’s report on the application explains the plans are similar “in all respects” to a previously refused application in 2013, that was also dismissed on appeal.

It said the seven reasons for the previous refusal included: the scale of the development was greater than considered acceptable for the village, it would adversely affect the character and rural context of the area, the highway network and infra-structure were not suitable to provide access to the site, no justification given for the loss of grade one agricultural land.

However, the design statement drawn up by Peter Humphrey Associates argued: "Issues of previous refusal and appeal have been addressed where possible. The loss of Grade 1 land is minimal in comparison to the whole site area, let alone the area of East Midlands and East of England regions. The scheme is felt suitable for development."

But the officer's report explains the site is located within what is known as an "Other Village" under planning policy, which means development would "normally be restricted to single dwelling infill sites situated within an otherwise built up frontage".

Mr Ellis' plans for up to four homes it says "does not constitute infill development" and there was no evidence to justify why the site should be allowed to be built on.

The officer's also felt the location, siting, form, scale and layout of the proposed homes would have a "significant adverse impact upon the character and rural context of Hannath Road in particular and the settlement as a whole the location and characteristics of the site form a key and important landscape feature within the village."

Finally the report says the existing highway network and associated highway infrastructure is not suitable in its current form to provide access to the proposed residential development, in particular the off-site junctions between Hannath Road and the A11o1. The application has failed to detail how satisfactory visibility splays are to be achieved for the proposed access points into the site.

And officers feared it would set a precedent for similar development across Fenland.

The report concluded by recommending refusal for many of the same reasons the last application failed.
